Minor adjustments can be made during mastering, but the main goal is to export the final mix in the correct format, meeting all technical standards required by distribution platforms.
The most common mastering targets are digital platforms (iTunes, Spotify, YouTube, etc.), but it could also be for radio, TV, vinyl, or CDs.
